The plant is located on the orographic left of the Adige river, in the Merano municipality, between Merano and Sinigo, along the Bolzano-Merano railway.

The main building, a reinforced concrete structure, houses the heating systems and the woodchip internal depot. Wood is also stored in a large outside yard, 1000 square meters in size.

The thermal plant is composed of an 8 MWt biomass boiler which is fed woodchip and city greenery waste; an 8 MWt backup gas boiler and a 250 kWe gas cogenerator. It can power the local district heating system with up to 15 MWt.

The technical testing involved participating in construction site meetings; functional and performance testing on mechanical parts and fire protection equipment; an assessment on the safety of "PED" and "Raccolta R" type systems; the testing of structures.
